It appears to require that the UK remains in a customs union with the EU, or that Northern Ireland has a special status and remains in a customs union, creating a trade border between the rest of the UK and Northern Ireland. A negotiator quoted in the <em>Financial Times<\/em> described Ireland\u2019s stance as a \u2018wild card\u2019 factor.<\/p>\n<p>&nbsp;<\/p>\n<p><strong><span style=\"font-size: 18px;\">Brexit date to be set in law<\/span><br \/>\n<\/strong><a href=\"http:\/\/www.telegraph.co.uk\/news\/2017\/11\/09\/determined-give-country-best-possible-brexit\/\" target=\"_blank\">Writing<\/a> in <em>The Daily Telegraph<\/em>, Theresa May has announced an amendment to the EU Withdrawal Bill, setting the date and time of the UK\u2019s departure from the European Union as March 29, 2019 at 11pm GMT. Looking ahead to the next stage of the bill\u2019s scrutiny in the House of Commons, she promises to listen to MPs who suggest improvements.<\/p>\n<p>&nbsp;<\/p>\n<p><strong><span style=\"font-size: 18px;\">Budget news: Hammond refuses to loosen the purse springs, plans NHS spending increase and taxes on diesel cars<\/span><br \/>\n<\/strong><a href=\"http:\/\/www.dailymail.co.uk\/news\/article-5068595\/I-won-t-loosen-purse-strings-Hammond-tells-ministers.html\" target=\"_blank\">According<\/a> to the <em>Daily Mail<\/em>, the Chancellor is refusing release billions of pounds for investment and won\u2019t compromise on plans to eliminate the budget deficit by 2025, causing frustration for the Prime Minister. <em>The Times<\/em> <a href=\"https:\/\/www.thetimes.co.uk\/edition\/news\/hammond-ready-to-boost-health-service-with-budget-day-cash-injection-vkv9dxb07\" target=\"_blank\">reports<\/a> that Hammond is planning to include more funding for the NHS in the budget. It says that the Chancellor is considering both \u2018a cash injection\u2019 and a pay boost for frontline workers. The <em>Financial Times<\/em> <a href=\"https:\/\/www.ft.com\/content\/c04fb1ce-c566-11e7-b2bb-322b2cb39656\" target=\"_blank\">says<\/a> that higher taxes will be placed on sales of new diesel vehicles, either by increasing VAT or creating a new levy.<\/p>\n<p>&nbsp;<\/p>\n<p><strong><span style=\"font-size: 18px;\">Calls for cabinet reshuffle, amid \u2018fierce debate\u2019 in Downing Street<\/span><br \/>\n<\/strong>A <a href=\"https:\/\/www.theguardian.com\/politics\/2017\/nov\/09\/iain-duncan-smith-urges-wary-reshuffle-other-tories-bold-action\" target=\"_blank\">story<\/a> in <em>The Guardian<\/em> claims that senior figures in the Conservative party are calling for a \u2018bold reshuffle\u2019 of Theresa May\u2019s cabinet, arguing that a \u2018new generation\u2019 of Conservative MPs need to be promoted. Others, including civil servants and whips, are warning that this might cause instability.<\/p>\n<p>&nbsp;<\/p>\n<p><strong><span style=\"font-size: 18px;\">David Cameron lobbied China over planned investment fund<\/span><br \/>\n<\/strong><em>The Times<\/em> <a href=\"https:\/\/www.thetimes.co.uk\/edition\/news\/david-cameron-lobbies-for-500m-deal-with-china-db70k5xg5\" target=\"_blank\">reveals<\/a> that David Cameron discussed a \u2018UK-China fund\u2019 being set up by figures including Lord Chadlington, a Conservative peer, with Chinese vice-premier Ma Kai during a visit to the country. Separately, <em>The Daily Telegraph<\/em> <a href=\"http:\/\/www.telegraph.co.uk\/news\/2017\/11\/09\/tory-mp-suspended-referred-police-says-denied-justice-theresa\/\" target=\"_blank\">reports<\/a> that John Bercow, the Commons speaker, has said that Charlie Elphicke, the suspended Tory MP, should be given the details of the allegations against him.<\/p>\n<p>&nbsp;<\/p>\n<p><strong><span style=\"font-size: 18px;\">Metropolitan police chief calls for tougher sentences for young offenders<\/span><br \/>\n<\/strong>The <em>Daily Mail<\/em> carries <a href=\"http:\/\/www.dailymail.co.uk\/news\/article-5068265\/Time-lock-teenage-thugs-says-police-chief.html\" target=\"_blank\">remarks<\/a> made by Cressida Dick, Commissioner of the Metropolitan Police, in which she called for tougher sentences for young offenders, which would \u2018actually deter people\u2019.
