The paper quotes a Cabinet source who described it as \u2018the worst Budget build-up in history\u2019, as the Treasury first issued an \u2018uninspiring\u2019 statement and claimed that no policy announcements would be made, before performing a U-turn over two hours later. <a href=\"https:\/\/www.thesun.co.uk\/news\/4967853\/theresa-may-sack-philip-hammond-budget\/\" target=\"_blank\">According<\/a> to <em>The Sun<\/em>, May cannot sack Philip Hammond as Chancellor as \u2018she fears she is too weak\u2019.<\/p>\n<p><strong>Budget: More funding for schools and house-building measures<br \/>\n<\/strong><em>The Times<\/em> <a href=\"https:\/\/www.thetimes.co.uk\/edition\/news\/philip-hammond-to-give-schools-cash-for-teaching-more-maths-pupils-n8j7gdc52\" target=\"_blank\">reports<\/a> that schools are to be paid \u00a3600 for each extra pupil they persuade to sits Maths A-level, with teachers in poorly-performing areas to benefit from \u00a31,000 career development grants. The paper also expects measures to increase house-building, including direct state intervention (including a land-buying programme) and loosened borrowing restrictions for councils.<\/p>\n<p><strong>Budget: Veterans to get funding from LIBOR fines<br \/>\n<\/strong>In an <a href=\"https:\/\/www.thesun.co.uk\/news\/4968235\/philip-hammond-to-give-last-4-5million-of-sinning-bankers-cash-to-help-britains-wounded-war-heroes\/\" target=\"_blank\">exclusive<\/a>, <em>The Sun<\/em> says that the Chancellor is to announce that veterans will benefit from \u00a34.5m of fines from bankers as a result of the LIBOR scandal. \u00a31.5m will be allocated to fund a new support programme by the charity Help For Heroes, whilst the Scar Free Foundation Centre for Conflict Wound Research will be given \u00a32.95m. In total, over \u00a330m in funding from the fines will be allocated today.<\/p>\n<p><strong>EU and UK aim to reach Brexit divorce deal within three weeks<br \/>\n<\/strong>The UK and the EU are aiming to reach a Brexit divorce deal within three weeks, <a href=\"https:\/\/www.ft.com\/content\/525c4bd8-cede-11e7-9dbb-291a884dd8c6\" target=\"_blank\">according<\/a> to the <em>Financial Times<\/em>. Negotiators have apparently pencilled in the week of December 4 as a breakthrough moment, with senior EU diplomats suggesting that there is \u2018now a better than even chance of agreement\u2019 on \u2018sufficient progress\u2019 at the EU summit in December.<\/p>\n<p><strong>Kezia Dugdale avoids \u2018I\u2019m a Celebrity\u2019 suspension<br \/>\n<\/strong>Former Scottish Labour leader Kezia Dugdale has avoided being suspended by her party, according to an <a href=\"http:\/\/www.telegraph.co.uk\/news\/2017\/11\/21\/kezia-dugdale-avoids-suspension-scottish-labour-celebrity-appearance\/\" target=\"_blank\">article<\/a> in <em>The Daily Telegraph<\/em>. The party\u2019s MSP group ruled that Dugdale would not be suspended despite taking \u2018an unauthorised leave of absence\u2019 to appear on the TV show <em>I\u2019m A Celebrity\u2026 Get Me Out Of Here!<\/em> and would instead be interviewed on her return.<\/p>\n<p><strong>Hinkley Point power station deal to hit poorest hardest, report says<br \/>\n<\/strong><em>The Guardian<\/em> carries <a href=\"https:\/\/www.theguardian.com\/uk-news\/2017\/nov\/22\/hinkley-point-c-subsidy-consumers-mps-contract\" target=\"_blank\">details<\/a> of a report by the Public Accounts Committee, which has found that the price the Government has promised to pay for power from the new Hinckley Point C power station will add \u00a310-15 to the average household energy bill, hitting the poorest households the hardest.<\/p>\n<p><strong>Brexit rebels force Government climbdown<br \/>\n<\/strong><em>The Times<\/em> <a href=\"https:\/\/www.thetimes.co.uk\/edition\/news\/remain-rebels-force-climbdown-over-rights-to-sue-government-n765w96qf\" target=\"_blank\">reports<\/a> on the progress of the EU Withdrawal Bill through Parliament yesterday. Conservative rebels, led by Dominic Grieve, forced the Government to announce that it would attempt to find a compromise on plans to remove the right of citizens to sue the Government, and on protecting citizens\u2019 rights outlined in the EU\u2019s charter of fundamental rights.<\/p>\n<p><strong>Conservative claims over police budget protection \u2018a lie\u2019 says <em>Mirror<br \/>\n<\/em><\/strong><em>The Mirror<\/em> <a href=\"http:\/\/www.mirror.co.uk\/news\/politics\/theresa-vowed-protect-police-funding-11562486\" target=\"_blank\">claims<\/a> that Theresa May\u2019s boast that the Government had \u2018protected\u2019 police budgets is \u2018a lie\u2019. It reports research by the House of Commons showing a \u00a3413m cut in police force funding.
