{"id":129012,"date":"2020-03-13T14:02:33","date_gmt":"2020-03-13T13:02:33","guid":{"rendered":"https:\/\/www.vuelio.com\/uk\/?p=129012"},"modified":"2020-03-13T14:17:14","modified_gmt":"2020-03-13T13:17:14","slug":"budget-dominated-by-coronavirus-was-well-received-on-social-media","status":"publish","type":"post","link":"https:\/\/www.vuelio.com\/uk\/blog\/budget-dominated-by-coronavirus-was-well-received-on-social-media\/","title":{"rendered":"Budget dominated by Coronavirus was well received on social media"},"content":{"rendered":"<p>Much of the media commentary in response to the Budget statement has been positive for Rishi Sunak, barely four weeks after he was appointed as Chancellor.<\/p>\n<p>At 39 he is the youngest Chancellor since George Osborne took office in 2010 and has degrees from Oxford and Stanford Universities, as well as business experience at Goldman Sachs and in several hedge funds.<\/p>\n<p>His experience in Government however has been relatively brief, having only been appointed as a junior MHCLG minister in January 2018, before joining Boris Johnson\u2019s cabinet in July 2019 as Chief Secretary to the Treasury. He received his unexpected promotion following Sajid Javid\u2019s shock resignation last month.<\/p>\n<p>After the relatively dull and uneventful delivery of Philip Hammond, the last Chancellor to deliver a Budget speech in 2018, Rishi Sunak offered some genuine enthusiasm. <a href=\"https:\/\/twitter.com\/toryboypierce\/status\/1237733882298085377\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Daily Mail <\/em>reporter Andrew Pierce tweeted in response to the speech<\/a>: \u2018A star is born\u2019 describing it as a \u2018commanding performance\u2019 by Sunak, whilst referring to him as \u2018a PM in waiting\u2019.<\/p>\n<p><a href=\"https:\/\/twitter.com\/TorstenBell\/status\/1237781274078720000\" target=\"_blank\" rel=\"noopener noreferrer\">Torsten Bell, chief exec of the Resolution Foundation tweeted<\/a>: \u2018British politics in 2020: A Conservative Chancellor outlining plans for a bigger state than under Tony Blair and more borrowing than Gordon Brown\u2019.<\/p>\n<p>This concern about the amount of borrowing announced in the small print of the Budget to fund new commitments rather than higher taxation, was picked up by several political journalists including <a href=\"https:\/\/twitter.com\/GuardianHeather\/status\/1237725064574926848\" target=\"_blank\" rel=\"noopener noreferrer\">the political editor of <em>The Guardian<\/em>, Heather Stewart<\/a>:<\/p>\n<p>\u2018Don\u2019t underestimate how big a moment this is &#8211; Sunak says he\u2019ll invest an extra \u00a3175bn over next 5 years, which he says OBR calculates will add 0.5pp to GDP growth. The Tories are embracing the benefits of borrowing to invest. You could say Labour has, \u201cwon the argument\u201d.\u2019<\/p>\n<p>BBC political editor Laura Kuenssberg <a href=\"https:\/\/twitter.com\/bbclaurak\/status\/1237728027875909634\" target=\"_blank\" rel=\"noopener noreferrer\">noted an increase in research and development spending<\/a>: \u2018Very significant increase in govt spending on R + D, up to \u00a322bn &#8211; and govt will change the way science is funded too &#8211; introducing UK version of <a href=\"https:\/\/arpa-e.energy.gov\/\">ARPA<\/a> &#8211; one of long held dreams of PM&#8217;s adviser Dominic Cummings\u2019<\/p>\n<p>Vuelio\u2019s sister company <a href=\"https:\/\/www.pulsarplatform.com\/\" target=\"_blank\" rel=\"noopener noreferrer\">Pulsar<\/a> conducted some social media listening in the week leading up to and including the Budget, tracking the Twitter traffic of 50 leading political journalists. Unsurprisingly this showed that Coronavirus dominated both the social media conversation over the last week and the Budget itself, with 40.9% of the Twitter traffic.<\/p>\n<p>The NHS featured second in the list of topics with 20.7% of the conversation and infrastructure, another topic which dominated the Budget as the Government set out its levelling up agenda was the third most popular topic with 12.8%.<br \/>\n<img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-129015\" src=\"https:\/\/www.vuelio.com\/uk\/wp-content\/uploads\/2020\/03\/Pulsar-Budget-2020-sentiment-by-volume-edited.png\" alt=\"\" width=\"1000\" height=\"429\" srcset=\"https:\/\/www.vuelio.com\/uk\/wp-content\/uploads\/2020\/03\/Pulsar-Budget-2020-sentiment-by-volume-edited.png 1000w, https:\/\/www.vuelio.com\/uk\/wp-content\/uploads\/2020\/03\/Pulsar-Budget-2020-sentiment-by-volume-edited-300x129.png 300w, https:\/\/www.vuelio.com\/uk\/wp-content\/uploads\/2020\/03\/Pulsar-Budget-2020-sentiment-by-volume-edited-768x329.png 768w, https:\/\/www.vuelio.com\/uk\/wp-content\/uploads\/2020\/03\/Pulsar-Budget-2020-sentiment-by-volume-edited-705x302.png 705w, https:\/\/www.vuelio.com\/uk\/wp-content\/uploads\/2020\/03\/Pulsar-Budget-2020-sentiment-by-volume-edited-500x215.png 500w\" sizes=\"(max-width: 1000px) 100vw, 1000px\" \/>An additional Pulsar graph showed that positive tweets by the top 50 political journalists being tracked outnumbered negative and neutral ones.<\/p>\n<p>However, the media response was not uncritical, with <a href=\"https:\/\/twitter.com\/Kate_M_Proctor\/status\/1237735085723602944\" target=\"_blank\" rel=\"noopener noreferrer\"><em>The Guardian<\/em>\u2019s Kate Proctor<\/a> questioning whether Rishi Sunak\u2019s claim that the Conservatives were now \u2018the party of public services\u2019 was evidence of amnesia from the Government which had itself introduced austerity and appeared to have had \u2018a re-think on borrowing\u2019. She <a href=\"https:\/\/twitter.com\/Kate_M_Proctor\/status\/1237730467048235011\" target=\"_blank\" rel=\"noopener noreferrer\">also noted the package of announcements<\/a> aimed at moving the civil service out of its London base with 22,000 jobs heading out of London and a devolution deal for West Yorkshire including a \u00a34.2bn funding settlement.<\/p>\n<p><em>The Sun<\/em>\u2019s <a href=\"https:\/\/twitter.com\/tnewtondunn\/status\/1237736082051129349\" target=\"_blank\" rel=\"noopener noreferrer\">Tom Newton Dunn summarised the Budget<\/a> by saying the \u2018rabbit out of the hat\u2019 announcement that all Chancellors seek to deliver was most likely the \u2018business rate holiday\u2019 for small businesses. He added that most other major decisions had been \u2018delayed as a result\u2019 of the coronavirus, especially setting any new fiscal rules.
