{"id":134167,"date":"2021-01-22T16:17:49","date_gmt":"2021-01-22T15:17:49","guid":{"rendered":"https:\/\/www.vuelio.com\/uk\/?p=134167"},"modified":"2021-01-22T16:19:35","modified_gmt":"2021-01-22T15:19:35","slug":"skills-for-jobs-white-paper-is-published","status":"publish","type":"post","link":"https:\/\/www.vuelio.com\/uk\/blog\/skills-for-jobs-white-paper-is-published\/","title":{"rendered":"Skills for Jobs White Paper is published"},"content":{"rendered":"<p><strong>The highly anticipated White Paper for post-16 education reform was finally released yesterday, having been postponed from autumn last year. \u2018<a href=\"https:\/\/www.gov.uk\/government\/publications\/skills-for-jobs-lifelong-learning-for-opportunity-and-growth\" target=\"_blank\" rel=\"noopener noreferrer\">Skills for Jobs: lifelong learning for opportunity and growth\u2019<\/a> sets out employer-led reforms to higher technical qualifications.<\/strong><\/p>\n<p>They are to be given a central role in the design of almost all technical courses by 2030in a nod to the German-style apprenticeship system, championed by members of the House of Commons Education Select Committee over the last year, which sees employers recoup 69% of the total cost of training through workers\u2019 practical contributions to firms. Chair Robert Halfon described the proposals set out in the White Paper as \u2018<a href=\"https:\/\/www.fenews.co.uk\/featured-article\/62113-fe-white-paper-marks-a-sea-change-in-government-thinking-on-skills#.YAqW3_idk4k.twitter\" target=\"_blank\" rel=\"noopener noreferrer\">a sea-change in Government thinking on skills<\/a>\u2019 which will prepare young people \u2018for the competitive job market\u2019. The Secretary of State for Education Gavin Williamson\u2019s <a href=\"https:\/\/assets.publishing.service.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/953510\/skills-for-jobs-lifelong-learning-for-opportunity-and-growth.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">opening statement<\/a> suggested Britain\u2019s opportunities and global standing post-Brexit have also informed these changes, as he compared the UK\u2019s previous attitude to further education to other OECD countries.<\/p>\n<p>The British Chambers of Commerce <a href=\"https:\/\/www.britishchambers.org.uk\/news\/2021\/01\/bcc-welcomes-proposal-for-increased-business-role-in-further-education\" target=\"_blank\" rel=\"noopener noreferrer\">welcomed<\/a> the new role for business, and will work alongside business groups and colleges to design tailored Local Skills Improvement Plans to meet local training needs, fulfilling the Conservative manifesto promise of levelling-up. Improvement plans will be piloted from this year and, supported by a \u00a365m Strategic Development Fund, College Business Centres will help drive innovation and collaboration with employers at a local level. Whilst the Association of Colleges <a href=\"https:\/\/www.aoc.co.uk\/fe-white-paper-aocs-response#overlay-context=\" target=\"_blank\" rel=\"noopener noreferrer\">described<\/a> the measures as \u2018concrete plans which can deliver the Government\u2019s levelling up commitments\u2019, Unison <a href=\"https:\/\/www.unison.org.uk\/news\/article\/2021\/01\/unison-voices-concern-post-18-education-proposals\/\" target=\"_blank\" rel=\"noopener noreferrer\">said<\/a> the funding announcements wouldn\u2019t go far enough to place colleges at the heart of communities.<\/p>\n<p>Building on the Lifetime Skills Guarantee announced last year, Prime Minister Boris Johnson <a href=\"https:\/\/www.gov.uk\/government\/news\/pioneering-reforms-to-boost-skills-and-jobs\" target=\"_blank\" rel=\"noopener noreferrer\">described<\/a> these reforms as central to the UK\u2019s economic recovery from the pandemic, and they certainly aim to tackle unemployment by providing retraining opportunities.<\/p>\n<p>New measures include:<\/p>\n<ul>\n<li>The chance for adults without an A level or level 3 equivalent qualification to gain one from April 2021 for free.<\/li>\n<li>Skills Bootcamps running 12-16-week sector specific courses to fast-track learners to interviews with local employers.<\/li>\n<li>Lifelong Loan Entitlements from 2025 to cover the equivalent of four years of post-18 education, allowing young people and adults to study more flexibly.<\/li>\n<\/ul>\n<p>Despite the clear intention to address the UK\u2019s employment issues and welcome redesign of student funding, many from the sector have suggested these changes will not come quickly enough. With unemployment <a href=\"https:\/\/www.bankofengland.co.uk\/monetary-policy-report\/2020\/november-2020\" target=\"_blank\" rel=\"noopener noreferrer\">predicted<\/a> to peak at 7.7% in April to June of this year, groups like the Centre for London <a href=\"https:\/\/www.centreforlondon.org\/news\/skills-for-jobs-white-paper\/\" target=\"_blank\" rel=\"noopener noreferrer\">say<\/a> 2025 is a long time to wait for a Lifelong Loan Entitlement, at a time when many will be struggling. This message was reiterated by Labour\u2019s Shadow Education Secretary Kate Green, who <a href=\"https:\/\/labour.org.uk\/press\/kate-green-comments-on-the-governments-skills-for-jobs-white-paper\/\" target=\"_blank\" rel=\"noopener noreferrer\">commented<\/a> \u2018the reality is millions of people need training opportunities now\u2026the Government must act urgently to get them support they need\u2019.<\/p>\n<p>However, as the Sutton Trust <a href=\"https:\/\/www.suttontrust.com\/news-opinion\/all-news-opinion\/the-sutton-trust-responds-to-the-skills-for-jobs-white-paper\/\" target=\"_blank\" rel=\"noopener noreferrer\">noted<\/a>, the paper does commit to improving careers guidance and encouraging apprenticeship starts, which is particularly important given <a href=\"https:\/\/www.ifs.org.uk\/publications\/14791\" target=\"_blank\" rel=\"noopener noreferrer\">the disproportionate impact of the pandemic on youth employment<\/a> and young people\u2019s career prospects. Ofsted is to undertake a review of careers guidance in schools and colleges, with the Department for Education following up by lowering the age range of the duty on schools to year seven, bringing it in line with the Gatsby recommendations on <a href=\"https:\/\/www.gatsby.org.uk\/education\/focus-areas\/good-career-guidance\" target=\"_blank\" rel=\"noopener noreferrer\">good careers guidance<\/a>.<\/p>\n<p>The Skills for Jobs White Paper continued down the track set by Government last year of moving away from <a href=\"https:\/\/www.gov.uk\/government\/speeches\/education-secretary-fe-speech-with-social-market-foundation\" target=\"_blank\" rel=\"noopener noreferrer\">the target of getting 50% of young people to university<\/a> by providing alternatives. Secretary of State for Education Gavin Williamson stated in his opening remarks that \u2018although our universities are world-class\u2026in many cases, a college course or apprenticeship can offer better outcomes\u2019. The Government did publish the <a href=\"https:\/\/www.gov.uk\/government\/speeches\/education-secretary-fe-speech-with-social-market-foundation\" target=\"_blank\" rel=\"noopener noreferrer\">interim conclusion of the review of post-18 and funding<\/a>, however undergraduate fee levels and other Augar Review recommendations have been deferred until the next Comprehensive Spending Review. The Higher Education Policy Institute <a href=\"https:\/\/www.hepi.ac.uk\/2021\/01\/21\/fast-response-to-some-slow-thinking-initial-comment-on-todays-slew-of-documents-from-the-department-for-education-by-hepis-director\/\" target=\"_blank\" rel=\"noopener noreferrer\">expressed frustration<\/a> at this, with the Russell Group commenting that the Government should \u2018be ambitious for both further and higher education so whichever path they choose students will gain the skills and knowledge they need\u2019. Unison <a href=\"https:\/\/www.unison.org.uk\/news\/article\/2021\/01\/unison-voices-concern-post-18-education-proposals\/\" target=\"_blank\" rel=\"noopener noreferrer\">also noted<\/a> the introduction of minimum entry requirements may undo the work universities are doing to widen participation, which could be seen to be at odds with the goal of <a href=\"https:\/\/assets.publishing.service.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/953510\/skills-for-jobs-lifelong-learning-for-opportunity-and-growth.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">widening opportunities<\/a> for people of all backgrounds. However, we can expect a consultation on further reforms to the higher education sector in Spring 2021.<\/p>\n<p>The Skills for Jobs White Paper sets out a number of well measured reforms which sound promising. Flexibility and a more modular approach to learning, as well as reform of the student loans system is a welcome, overdue change which will help with the Government\u2019s aim to establish parity of esteem between higher and further education.
