{"id":137959,"date":"2022-02-01T15:12:22","date_gmt":"2022-02-01T14:12:22","guid":{"rendered":"https:\/\/www.vuelio.com\/uk\/?p=137959"},"modified":"2022-02-01T15:20:21","modified_gmt":"2022-02-01T14:20:21","slug":"looking-behind-the-abolishment-of-the-bbc-license-fee","status":"publish","type":"post","link":"https:\/\/www.vuelio.com\/uk\/blog\/looking-behind-the-abolishment-of-the-bbc-license-fee\/","title":{"rendered":"Looking behind the abolishment of the BBC license fee"},"content":{"rendered":"<p><strong>The Secretary of State for Digital, Culture, Media and Sport Nadine Dorries shocked many stakeholders and parliamentarians when she <a href=\"https:\/\/twitter.com\/NadineDorries\/status\/1482622722228240387?ref_src=twsrc%5Egoogle%7Ctwcamp%5Eserp%7Ctwgr%5Etweet\" target=\"_blank\" rel=\"noopener noreferrer\">tweeted<\/a> that 2027 will be the end of the BBC\u2019s license fee funding model with a link to an exclusive interview with the Daily Mail.<\/strong><\/p>\n<p>The announcement is to set in motion a move away from the funding system that the BBC has used since 1923, and a reconsideration of its legal powers to collect and enforce the license fee. Dorries has personally been talking about \u2018<a href=\"https:\/\/twitter.com\/NadineDorries\/status\/449120413852135424\" target=\"_blank\" rel=\"noopener noreferrer\">taking on<\/a>\u2019 the BBC on Twitter since 2014 and the organisation has attracted challenges of impartiality from across the political spectrum.<\/p>\n<p>In her <a href=\"https:\/\/www.gov.uk\/government\/speeches\/dcms-secretary-of-states-oral-statement-on-the-licence-fee-settlement\" target=\"_blank\" rel=\"noopener noreferrer\">statement<\/a> to the House of Commons, Dorries recognised the channel as an \u2018great institution\u2019 with a \u2018unique place in our cultural heritage\u2019 but said raising the license fee couldn\u2019t be justified against the increasing cost of living. Julian Knight, the DCMS Committee chairman, said later that the cost \u2018may not be much to presenters like Gary Lineker, but it\u2019s a lot to constituents like ours\u2019. It\u2019s this sentiment that shadow culture secretary Lucy Powell challenged in her response, stating the license fee is a drop in the ocean when compared to the hike in energy bills and the Government\u2019s plans to raise tax and national insurance contributions in April. Labour MP Chris Bryant pointed out the \u00a3159 yearly fee is the same as the proposed average national insurance increase. Nevertheless, Dorries stated that \u2018the Government are committed to supporting families as much as possible during these difficult times\u2019.<\/p>\n<p>Following the announcement, Director General of the BBC Tim Davie <a href=\"https:\/\/www.bbc.com\/news\/entertainment-arts-60036446#:~:text=Tim%20Davie%20said%20the%20settlement,struggling%20with%20rising%20household%20costs.\" target=\"_blank\" rel=\"noopener noreferrer\">stated<\/a> the freeze will impact the BBC\u2019s frontline output, and suggested the resulting funding gap would be \u00a3285m in the final year. He said the organisation remains focussed on providing household value.<\/p>\n<p>How the BBC can prove themselves to have adequately addressed the \u2018impartiality and groupthink\u2019 Dorries accused them of in her statement to Parliament is yet to be seen, as well as if the Government can independently judge this redirection. The decision to freeze the license fee comes despite the BBC launching a <a href=\"https:\/\/downloads.bbc.co.uk\/aboutthebbc\/reports\/reports\/impartiality-and-editorial-standards-action-plan.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">10-point plan<\/a> focused on impartiality, whistleblowing and editorial standards last year. Clear progress so far has been insufficient; the broadcaster was only recently <a href=\"https:\/\/www.gaytimes.co.uk\/life\/hundreds-protest-bbcs-problematic-trans-coverage-outside-london-hq\/\" target=\"_blank\" rel=\"noopener noreferrer\">protested<\/a> over how it has depicted transgender and other minority communities. In the Commons, Powell stressed the danger posed in this explicit link between charter renewal with editorial decision. In her statement, the culture secretary said the BBC must now put its words into action and \u2018convince the British public\u2019 that those changes are being made. Dorries also suggested the BBC\u2019s legal powers to enforce the license fee should also be curtailed, which could go some way to tackle other issues with the BBC\u2019s funding, like the <a href=\"https:\/\/metro.co.uk\/2020\/11\/27\/one-of-three-womens-criminal-convictions-are-for-tv-licence-evasion-13664335\/\" target=\"_blank\" rel=\"noopener noreferrer\">disproportionate impact<\/a> of prosecution for TV license evasion.<\/p>\n<p>While <a href=\"https:\/\/twitter.com\/lewis_goodall\/status\/1485746332564443138\" target=\"_blank\" rel=\"noopener noreferrer\">some may agree<\/a> with Labour\u2019s sentiment that the announcement on this longstanding issue serves as a distraction from the current crisis over <a href=\"https:\/\/twitter.com\/lewis_goodall\/status\/1485746332564443138\" target=\"_blank\" rel=\"noopener noreferrer\">alleged parties<\/a> during lockdown, it might take something bigger to distract the public from &#8216;partygate&#8217;.\u00a0 And while Conservative MPs <a href=\"https:\/\/twitter.com\/AndrewRosindell\/status\/1281236058328510464\" target=\"_blank\" rel=\"noopener noreferrer\">have endorsed<\/a> <a href=\"https:\/\/twitter.com\/ScottBentonMP\/status\/1466395218262073347\" target=\"_blank\" rel=\"noopener noreferrer\">scrapping<\/a> <a href=\"https:\/\/bills.parliament.uk\/bills\/2962\/news\" target=\"_blank\" rel=\"noopener noreferrer\">the license fee<\/a> over the years, there was <a href=\"https:\/\/twitter.com\/lynbrownmp\/status\/1483131069415280644\" target=\"_blank\" rel=\"noopener noreferrer\">reportedly lots of skepticism from the party<\/a>\u00a0following the announcement.<\/p>\n<p>The pressing issue raised by several MPs is how the license fee will be replaced, to which there has been no answer. Dorries suggested her announcement allows for a solution to be debated, supported by the work of the House of Commons Digital, Culture, Media and Sport Select Committee, while <a href=\"https:\/\/twitter.com\/JanetDaby\/status\/1483172896776273920\" target=\"_blank\" rel=\"noopener noreferrer\">others suggested<\/a> it should be decided by the public. Sir Peter Bottomley, the father of the house, questioned whether an assessment of alternatives have been undertaken with no direct response.<\/p>\n<p>As supporters of the channel point out, a change in funding arrangements should be balanced with the good the BBC has to offer, both as a contributor to the UK\u2019s <a href=\"https:\/\/twitter.com\/LaylaMoran\/status\/1482713845726695426\" target=\"_blank\" rel=\"noopener noreferrer\">soft power globally<\/a> and at home, as a <a href=\"https:\/\/twitter.com\/AlexDaviesJones\/status\/1482794946998542337\" target=\"_blank\" rel=\"noopener noreferrer\">provider of education<\/a> and supporter of local news. As the announcement of the freeze sat alongside a further \u00a37.5m invested in S4C, the first channel to be specifically geared towards a Welsh speaking audience, the Government appears to be aware of the importance of the BBC in devolved and regional matters. Powell suggested to Times Radio following the announcement that \u2018<a href=\"https:\/\/twitter.com\/i\/status\/1482978255728689153\" target=\"_blank\" rel=\"noopener noreferrer\">what we are getting for (the license fee) payment is incredibly cheap<\/a>\u2019.<\/p>\n<p>Whether or not the inspiration behind the decision to freeze the license fee was to distract from bigger issues, it may appease Conservative Party critics of the BBC. They are not alone; if YouGov polls are anything to go by, <a href=\"https:\/\/yougov.co.uk\/topics\/media\/trackers\/is-the-bbc-licence-fee-good-value-for-money\" target=\"_blank\" rel=\"noopener noreferrer\">the public don\u2019t currently find the fee good value for money<\/a>.
