REF is a UK-wide assessment carried out by four education funding bodies, assessing over 76,000 academics at 157 universities. <\/span><\/b><b><span data-contrast=\"none\">The final ranking determines the amount of quality-related research (QR) funding that universities receive from the Government each year for the next seven years.<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">While many have opted to celebrate the <\/span><a href=\"https:\/\/www.newscientist.com\/article\/2319900-world-leading-research-not-confined-to-elite-universities-says-ref\/#ixzz7TXBjdqCB\"><span data-contrast=\"none\">stronger diversity<\/span><\/a><span data-contrast=\"none\"> of nationwide results this year, the overall system has also been heavily criticised by unions and independent researchers. In the week that followed the results on 12 May, we analysed the trending areas of discussion among 133 journalists across 515 UK-based publications, alongside 34 journalists across 102 international media outlets.\u00a0\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"none\">Strong Distribution of \u2018World-leading\u2019 Research\u00a0<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">84% of UK research assessed by REF has been dubbed as &#8216;world-leading&#8217; or &#8216;internationally excellent&#8217;. <\/span><span data-contrast=\"none\">Oxford University had the highest volume of world-leading research and made the largest submission of research compared with any other university, submitting more than 3,600 researchers in 29 subject areas. (<\/span><a href=\"https:\/\/www.dailymail.co.uk\/news\/article-10808873\/84-UK-university-research-world-leading-internationally-excellent.html\"><span data-contrast=\"none\">Mail Online, 12.05.22<\/span><\/a><span data-contrast=\"none\">).\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:460,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">The term \u2018northern powerhouse\u2019 was trending in the first two days, with 162 articles referencing the strong representation of highly ranked universities in northern regions of the UK. The leading example was <\/span><span data-contrast=\"none\">University of Northumbria, which was mentioned 189 times for soaring from 52nd to 28th in market share of future funding. Of this selection, 90% of all articles featured a quote from Andrew Wathey, Northumbria\u2019s vice-chancellor, who commented that the achievement will move them \u2018into territory formerly the preserve of the Russell Group\u2019 <\/span><a href=\"https:\/\/www.independent.co.uk\/news\/uk\/northumbria-university-louise-richardson-government-newcastle-durham-b2077067.html\"><span data-contrast=\"none\">(The Independent, 12.05.22<\/span><\/a><span data-contrast=\"none\">).\u00a0 As a result, the \u2018golden triangle\u2019 universities have lost 2.4 percentage points since the 2014 REF results, a statistic shared 85 times by both regional and national publications.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:460,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Similarly, Scottish universities received strong prominence due to every institution in the region delivering \u2018world-leading\u2019 research (<\/span><a href=\"https:\/\/www.thenational.scot\/news\/20133150.every-scottish-university-produces-world-leading-research-excellence-framework-report-finds\/\"><span data-contrast=\"none\">The National, 12.05.22<\/span><\/a><span data-contrast=\"none\">). Among the 62 Scotland-focused articles across several UK news sources, 23% featured the terms \u2018Scottish universities\u2019 and \u2018world-leading research\u2019 in their headlines.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:460,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"none\">Diversity and the \u2018Levelling-Up\u2019 Agenda<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">As REF results are only released every seven years, a leading point of discussion in this cycle has been the \u2018even spread\u2019 of success in all four nations across the country <\/span><span data-contrast=\"none\">(<\/span><a href=\"https:\/\/www.dailymail.co.uk\/news\/article-10808873\/84-UK-university-research-world-leading-internationally-excellent.html\"><span data-contrast=\"none\">Mail Online, 12.05.22<\/span><\/a><span data-contrast=\"none\">). This term has been used 155 times across UK and international media outlets, highlighting newfound diversity and funding allocated to universities outside the Russell Group.\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">The Government has used this opportunity to outline how such results support the \u2018levelling-up\u2019 agenda, a seven-year plan to reduce (primarily economical) imbalances and <\/span><span data-contrast=\"none\">increase public investment in areas outside the Southeast of England by 40%. The agenda has been mentioned 164 times by national news and business publications, as well as in a small percentage of coverage in North America, Australia and New Zealand. 96% of this coverage featured a quote from Steven Hill at Research England, and subsequent Chair of the REF steering group: \u2018There\u2019s lots of myths about where our research excellence is, but the truth is that it is more broadly distributed, as the results from this exercise show\u2019, adding that the UK research system is \u2018well placed to meet the Government&#8217;s ambitions for levelling up\u2019.\u00a0 (<\/span><a href=\"https:\/\/www.newscientist.com\/article\/2319900-world-leading-research-not-confined-to-elite-universities-says-ref\/\"><span data-contrast=\"none\">New Scientist, 12.05.22<\/span><\/a><span data-contrast=\"none\">). Dr Jo Grady, General Secretary at University and College Union (UCU), has the strongest share of voice for those in opposition of REF. UCU released a public statement describing vice chancellors as \u2018utterly hypocritical\u2019 after \u2018severe cuts\u2019 to researcher pensions, adding that they are \u2018<\/span><span data-contrast=\"none\">hijacking and seeking to capitalise on the hard work of research and academic related staff\u2019 (<\/span><a href=\"https:\/\/www.ucu.org.uk\/article\/12274\/Utterly-hypocritical-for-vice-chancellors-to-celebrate-REF-results-whilst-researchers-leave-the-sector\"><span data-contrast=\"none\">UCU, 12.05.22<\/span><\/a><span data-contrast=\"none\">).\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"none\">Excessive Cost on Public Funds<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">While the ethics and structure behind REF have been heavily debated, one aspect that most parties agree with is the excessive administrative burdens and use of public funds. Between just the 2008 and 2014 exercises, costs increased from \u00a366 million to \u00a3246 million. A combination of 31 university new sources, education journals and regional news publications have shared their concerns, leading some members of REF funding councils to recognise the \u2018radical shake up\u2019 that may be necessary to create a sustainable and \u2018healthy research culture\u2019 (<\/span><a href=\"https:\/\/www.nature.com\/articles\/d41586-022-01310-0\"><span data-contrast=\"none\">Nature, 12.05.22<\/span><\/a><span data-contrast=\"none\">). <\/span><span data-contrast=\"none\">A professor at Cambridge University added that the costs exceed far beyond monetary value \u2013 <\/span><span data-contrast=\"none\">the REF now \u2018looms over the daily lives of institutions and individuals like a massive headache\u2019 <\/span><span data-contrast=\"none\">(<\/span><a href=\"https:\/\/www.hepi.ac.uk\/2022\/05\/10\/ref-2028-think-again\/\"><span data-contrast=\"none\">HEPI, 10.05.22<\/span><\/a><span data-contrast=\"none\">).<\/span><span data-contrast=\"none\">\u00a0\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"none\">Unfair Evaluation Methods<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Approaches used to assess university research have also been questioned, as many requirements are not attainable in all disciplines. For example, <\/span><span data-contrast=\"none\">use of citation data is cautioned as an indicator of quality. Scholars in arts, humanities and many social sciences are particularly critical of this approach, not least because many publications in these fields extend well beyond traditional academic journals into books and physical objects (to include, for example, paintings). Catriona Firth,<\/span><span data-contrast=\"none\"> the associate director for research environment at Research England, is one of many who believes this has a negative impact on the type of work carried out at universities: \u2018What institutes think is going to be valuable in the REF is what they encourage staff to do and what they invest in\u2019 <\/span><span data-contrast=\"none\">(<\/span><a href=\"https:\/\/www.nature.com\/articles\/d41586-022-01310-0\"><span data-contrast=\"none\">Nature, 12.05.22<\/span><\/a><span data-contrast=\"none\">). Another argued that the process was \u2018dampening initiative and originality\u2019, replacing \u2018the object of desire (good research) with its proxy\u2019 for the sake of a higher ranking <\/span><b><span data-contrast=\"none\">(<\/span><\/b><a href=\"https:\/\/www.hepi.ac.uk\/2022\/05\/10\/ref-2028-think-again\/\"><b><span data-contrast=\"none\">HEPI, 10.05.22<\/span><\/b><\/a><b><span data-contrast=\"none\">).<\/span><\/b><span data-contrast=\"none\">\u00a0\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><b><span data-contrast=\"none\">Political Engagement <\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">This year\u2019s REF results have cut through to Parliament with a <\/span><a href=\"https:\/\/edm.parliament.uk\/early-day-motion\/59767\"><span data-contrast=\"none\">Early Day Motion<\/span><\/a><span data-contrast=\"none\"> being tabled to congratulate the University of Dundee on it\u2019s performance by the SNP. <\/span><a href=\"https:\/\/hansard.parliament.uk\/Commons\/2022-05-18\/debates\/27E5BBC2-C573-45B8-891B-F1CFF1C3E977\/AchievingEconomicGrowth\"><span data-contrast=\"none\">Elsewhere<\/span><\/a><span data-contrast=\"none\">, Paul Howell MP congratulated Northumbria University on its leap to No23 in the latest ranking. Daniel Zeichner MP <\/span><a href=\"https:\/\/hansard.parliament.uk\/Commons\/2022-05-16\/debates\/D9101E0E-FF5E-4AE5-B987-DB4673129252\/MakingBritainTheBestPlaceToGrowUpAndGrowOld\"><span data-contrast=\"none\">spoke<\/span><\/a><span data-contrast=\"none\"> of the exercise as evidence of UK universities success, arguing this should be the focus of the Government instead of the \u2018stoking [of] culture wars\u2019 which has dominated debate in recent years.\u00a0 <\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><span data-contrast=\"none\">\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">The framework received criticism in the House of Lords, with Viscount Hanworth <\/span><a href=\"https:\/\/hansard.parliament.uk\/Lords\/2022-05-17\/debates\/E2167CDE-3057-4733-856A-BA0F9A05B83F\/Queen%E2%80%99SSpeech\"><span data-contrast=\"none\">referring to it<\/span><\/a><span data-contrast=\"none\"> as part of a burdensome audit culture. Blogs posted on the Higher Education Policy Institute <\/span><a href=\"https:\/\/www.hepi.ac.uk\/2022\/05\/17\/of-babies-and-bathwater-some-things-which-worked-well-in-ref2021\/\"><span data-contrast=\"none\">reiterated<\/span><\/a><span data-contrast=\"none\"> that it is a \u2018highly complex system of assessment\u2019, but did caution that reforms should not aim not to throw the baby out the bath water. <\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">The University and College Union were also critical, drawing comparisons between universities celebrating their REF results with the reality for university staff, two-thirds of which they <\/span><a href=\"https:\/\/twitter.com\/ucu\/status\/1524737157071581186\"><span data-contrast=\"none\">say \u2018are considering leaving the sector\u2019<\/span><\/a><span data-contrast=\"none\">. <\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">\u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"none\">MP Engagement <\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-contrast=\"none\">Professor Geoff Rodgers <\/span><a href=\"https:\/\/www.hepi.ac.uk\/2022\/05\/08\/ref-reflections-on-purpose-before-the-big-reveal\/\"><span data-contrast=\"none\">noted<\/span><\/a><span data-contrast=\"none\"> the obligatory celebrations of Universities post- REF results are one of the most important aspects of the design of the whole exercise for the sector\u2019s interaction with the Government. However, given only 13 MPs tweeted about REF in response to their local universities\u2019 success, there may still be some way to go. \u00a0<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<p><b><span data-contrast=\"none\">The Future of REF: 2028<\/span><\/b><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559740&quot;:276}\">\u00a0<\/span><\/p>\n<div class=\"flourish-embed flourish-hierarchy\" data-src=\"visualisation\/10045190?1112081\"><script src=\"https:\/\/public.flourish.studio\/resources\/embed.js\"><\/script><\/div>\n<p><span data-contrast=\"none\">The future of REF is uncertain. While steps towards the \u2018levelling-up\u2019 agenda suggest more diverse funding opportunities, <\/span><span data-contrast=\"none\">Nick Hillman, director of the Higher Education Policy Institute, warned that there was \u2018no consensus on the value of the REF\u2019. <\/span><span data-contrast=\"none\">The Labour Party <\/span><span data-contrast=\"none\">has described the REF as \u2018discredited\u2019 and the current shadow minister for science, research and innovation, Chi Onwurah, <\/span><a href=\"https:\/\/www.researchprofessionalnews.com\/rr-news-uk-views-of-the-uk-2020-4-reform-academia-for-a-post-pandemic-world\/\"><span data-contrast=\"auto\">has complained<\/span><\/a><span data-contrast=\"none\"> it \u2018encourages a cut-throat environment\u2019, calling instead for more \u2018strategic direction from the Government\u2019 and \u2018a more equitable funding formula\u2019 (<\/span><a href=\"https:\/\/www.universityworldnews.com\/post.php?story=20220513115528235\"><span data-contrast=\"none\">University News, 13.05.22<\/span><\/a><span data-contrast=\"none\">). Moreover, Peter Mandler, professor of Modern Cultural History at the University of Cambridge, believes REF is \u2018no longer all that much about excellence or even about research\u2019. In his blog with HEPI, he described the \u2018sketchy\u2019 assessment of university impact and environment as a \u2018dirty secret\u2019 within the REF system, adding that the whole process is less of a research assessment and \u2018more of a public-relations assessment exercise\u2019.
